Administrators can grant permissions to various aspects of diary usage. These are available on a per user basis in Utilities » Licensing and Users. They include:

Although users can be given diary permissions individually or as part of a group, they can be hidden from the Select Users drop-down. As a result, they can continue use the diary, but other people will not be able to see/select them.
To hide a user from the diary:
In PMS, click My Profile on the ribbon.
When the User Details screen opens, on the Notifications & Diary tab, untick Show User In Diary Application.
Administrators can also set/unset this option in Utilities.
Click OK to save your changes.
